Preface
                 According to 2017 White Paper on Fire Service figures , 1,856 fire accidents had been reported
            in 2016, and the amount of fire fighters of fire departments being dispatched were by 476,654
            ; during the rescue operation in 0206 earthquake and disastrous typhoons, such as Typhoon
            Nepartak, the number of disaster rescuers on duty was 177,866, and emergency care cases
            reached 1,117,523. Not only the number of rescue cases had risen substantially, but cases of
            emergency care increased gradually in recent years. There are only 14,033 firefighters in Taiwan,
            facing the impact of global extreme weather and unpredictable natural disasters, the government
            has to rely on the civilian resources-- volunteer firefighter organizations, for disaster prevention &
            relief, work together to guarantee the lives and property of citizens to reduce the casualty loss.
                 According to 2016 Volunteer Firefighter Organization Resources Overview and Investigation
            Report, the organizations encountered some difficulties, such as aging human resource, finding new
            recruits, substantial increase in need for emergency care, incapability of independent duty, and old
            rescue equipments as well. In order to strengthen the human resource of organizations, as well as
            to enhance the professional skills, and upgrade equipments, Executive Yuan approved the Mid-term
            Plan of Volunteer Firefighter Organization Human Resourcr Supplementation and Equipment (the plan
            below) on 6th July 2016, hoping that it could assist local fire departments and brigades to efficiently
            carry out disaster reliefs. In this 5-year plan (2017-2021), NFA(National Fire Agency) will provide
            counseling and subsidies, assisting fire departments from 22 municipalities, cities, and counties, and
            NFA’s 4 harbor fire brigades, in the aspect of volunteer firefighter recruitment, training, and equipment
            upgrade, in hopes for the improvement of working environment. Thus, volunteer firefighter organizations
            and local volunteer firefighter organizations could develop in accordance with era.
                 The plan was launched in 2017, the year of initial planning and application. The fire
            departments from all municipalities, cities, and counties have to acknowledge : the areas involved,
            the characteristics of local disaster, needs for emergency relief via various investigations. And
            update the standard and plan base on it. Besides, the fire departments conducted functional
            volunteer firefighter and diverse workforce recruitment, as well as training courses and upgraded
            old equipments. NFA(National Fire Agency) had convened the implementation meeting, arranged
            counseling visits and demonstrations, plan review & adjustment meetings, and held achievement
            symposiums. Through implementation of the plan, problems could be found and the rolling plan
            would be adjusted accordingly so as to meet the actual needs and goal of budget effectiveness.
            2017 achievements will be explained in details in this article.
