I. Background
On 21 September 1999, an earthquake of Magnitude 7.3 hit Taiwan at 1:47am local time,
which resulted in huge casualty , including the death and missing of large amounts of citizens.
This catastrophic disaster destroyed more than 50,000 houses and severely damaged 50,000
others, and numerous roads and bridges collapsed because of this incident. In order to mourn the
earthquake victims and keep in mind the threats of natural disasters, the government marks 21th
Septemberas Disaster Prevention Day
Coincidentally, a powerful 7.1 magnitude earthquake occurred in Mexico at 19th September
this year, killing many people.. The search and rescue operation still continues. It reminds us that
