防救災訊息服務平臺

運用多元發布管道

即時傳送預警資訊

計畫緣起

災害防救事涉中央、直轄市、縣（市）及鄉（鎮、市、區）相關防救災機關業務，各防救災機關
自行建置系統或臨時協調媒體業者，將防救災應變情資透過簡訊、電子郵件、傳真、APP 推播、電視、
廣播等進行發布，各類發布管道欠缺一訊息發布整合平臺加以統整，民眾接收各別災害主管機關片面

訊息，無法整合有效運用，基於政府一體，亟需建置一整合多管道之訊息發布平臺，透過政府之單一
發布平臺，傳遞訊息予各媒體進行有效發布，提升訊息傳遞之有效性。
消防署配合原行政院研究發展考核委員會（現為國家發展委員會）第四階段電子化政府計畫，執
行防救災雲端計畫，委外建置「訊息服務平臺」，以多管道之災害訊息整合與傳遞，整合各機關（單

位）發布劇烈天氣、土石流預警、淹水預警、道路通阻及疏散撤離等預警訊息，透過訊息服務平臺，
以多對 1 對多之方式，利用簡訊、傳真、電話語音、電視、廣播、E-mail、RSS、Widget、APP、消防
署災害預警與無線廣播通報系統及訊息發布網站等多元發布管道，提供各級災害防救災機關，對民眾

發布即時防救災訊息（圖 1、圖 2）。

Disaster prevention and rescue involves the operations of the disaster prevention and rescue organs of the
central government, cities, counties and townships. Previously, these organs establish their own system or, in
cooperation with media operators, transmitted disaster response information to the public by text message,
email, fax, APP, TV and radio. An integrated platform for transmitting information was lacking. When the
public received one-sided information from a disaster competent authority it could not be integrated with
other information and then used. There was a real need for an information announcement platform that
integrated various channels. Information could then be transmitted through a single window to the media for
dissemination, increasing the effectiveness of information dissemination.
