訂頒消防指揮訊號的歷程

The Outline of the times: The Process of Setting and
Announcing Fire Command Signals

「檔案」在一般人觀念中，常以為是政府機關承辦公務過程產生的公文書案卷，經過保存以利日後查
閱。但這只是檔案最狹隘的定義，在今日，廣義的檔案範圍，除包括各級公務機構外，還涵蓋私人組
織、團體、機構，甚至家族與個人的資料。所以檔案的範圍已由公文書，進展到只要是保存下來有意

義的文件紀錄，或非文字資料（如照片、圖表、錄音影帶、實物與電子儲存資料等）經鑑定、整理、
分類、編目、歸檔及管理等程序，便於典藏與查閱的資料，均統稱為檔案。

Many people think of “archives” only as the official document folders produced by government bodies when dealing
with official business that are stored for later reference, however, this is just a narrow definition of archives. Today,
broadly defined archives, apart from government agencies, include records, documents and other materials held by
private organizations, groups, institutes and even families and individuals. The scope covered by “archives” has, then,
expanded from official documents, to include any document or record that is of significance, and even non- text material
(photographs, audio and video tapes, actual objects and electronically stored data) that is identified, sorted, classified,
filed and managed for easy checking.

所以檔案是處理過程中所產生的資料，並非刻意為特種

目的而杜撰之文件，具有自然、真實、公正與唯一等特性；
自最早的研擬，歷經修正到成稿，留下所經過的軌跡，從其
中可觀察到史實的演變，是可信度相當高的原始史料，故史

家撰史之選材首重檔案。
內政部警政署於 101 年間與消防署多次協商，將前警務
處消防科（民國 60 年到 83 年，總計卷數 2,551 卷）、前警

政署消防組（民國 61 年到 83 年，總計卷數 1,135 卷）所管
有關消防類檔案交由消防署收存，其後終於在 101 年 11 月
28 日、29 日由消防署派員前往警政署位於臥龍街的檔案庫
房逐一點收，並於 102 年 1 月 8 日雇工全部搬回，總計檔案

有 82 箱共 3,686 卷，內容非常豐富，幾乎是目前消防署所
承辦業務的縮小版。這些饒富價值的消防歷史檔案非常值得
我們細細品味，現在就讓我們就其中有關消防指揮訊號的變
