各項極端的氣候地理狀況，超越環境負荷的能量；或許是工商業行為的人為疏失，稍有不慎，便會造
成災害的發生。面對災害發生，伴隨著必定是生命財產的損失，我們思考的是如何透過整體的規劃，
事前的整備以及強化搶救指揮調度，降低生命財產的損失，近年來因氣候變遷，各項災害狀況及程度
日趨複雜，近期如莫拉克颱風之極端降雨，帶來大規模及複合型災害類型，是難以預見的，災害防救
體系如何因應多變的重大災害，積極有效的進行災害管理，已成為政府治理的重要課題。
Various extreme climate situations that exceed the capacity of the environment or careless or wanton industrial and
commercial behavior can result in disaster. Disasters usually result in loss of life and property. We have considered how,
through overall planning, advance preparation and strengthening of rescue command and dispatch, to reduce the loss
of life and property in disasters. With climate change continuing in recent years, disaster situations have become more
complex. Disasters such as the large scale and integrated disaster caused by extremely heavy rain seen during Typhoon
Morakot are hard to predict. Establishing a disaster prevention and rescue system that responds effectively to various
major disasters and effectively carrying out of disaster management are important tasks faced by government at present.
