一、前言：

為因應災害發生時，各縣市、鄉鎮市（區）災害應變中心及相關災害防救單位人員，能
即時通報災情與緊急整合救災資源，以達迅速救災及減輕災害損失，並熟悉應變管理資訊系

統（EMIS）以利災情綜整及災害應變處置決策支援，內政部（消防署）乃依據災害防救法

第23條第1項第4款、第6款及第28條第2項規定，辦理相關災害防救設施、設備之整備、檢

查及定期演練。
In order to make staff of emergency operations center (EOC) in different

counties/cities and townships, as well as disaster prevention & rescuing units, report
the disasters and integrate the resources for rescuing immediately to rescue the

victims and minimize the damages effectively, be familiar with EMIS (Emergency

Management Information Systems) to manage the disasters and provide effective
strategies to deal with the disasters, National Fire Agency, the Ministry of Interior,

based on Subparagraph 4 & 6, Paragraph 1, Article 23 and Paragraph 2, Article 28,

the Enforcement Rules of Disaster Prevention & Protection Act, is responsible for the
acquirement and checkup of equipment for disaster prevention and rescuing and is

responsible for holding regular drills.

66
